The General Conference sets the Organization’s policies and main lines of action.
Its responsibility is to establish UNESCO’s programs and budget. It also elects the members of the Executive Board and appoints the Director-General every four years.
The working languages of the General Conference are Spanish, English, Russian, Chinese, Arabic, and French.
The General Conference is composed of representatives from UNESCO’s Member States. It convenes every two years and is attended by Member States and Associate Members, along with observers from non-member countries, intergovernmental organizations, and non-governmental organizations.
Each country has one vote, regardless of its size or financial contribution to the budget.
